The Missouri Office of Refugee Administration (MO-ORA) is seeking a Program Manager for a new federally funded program, Missouri Refugee Temporary Assistance Connection (MO-RTAC)

The Project Manager is responsible for carrying out program goals and project plan.

Responsibilities:

  • Meet with project partners to outline specific requirements of MO-RTAC.
  • Assist in carrying out project in line with submitted MO-RTAC approved proposal, Administration for Children & Families (ACF) and other federal requirements.
  • Develop team of stakeholders including but not limited to local resettlement agencies in Missouri, Missouri Work Assistance (MWA) providers, State of Missouri’s Family Support Division (FSD), and Missouri Office of Refugee Administration (MO-ORA).
  • Ensure project does not duplicate existing programs.
  • Assign project tasks to project partners and sub-recipients.
  • Develop and provide training for clients, partners and sub-recipients.
  • Track project performance, specifically to analyze the successful completion of short- and long-term goals.
  • Communicate often and openly with the State Refugee Coordinator (SRC) and the Assistant State Refugee Coordinator (ASRC) regarding both successes and challenges.
  • Meet budgetary objectives and make adjustments to project constraints based on program and financial analysis.
  • Develop comprehensive project plans to be shared with project partners.
  • Use and continually develop leadership skills.
  • Performing other related duties and activities as appropriate.

Skills and Qualifications:

  • Prior knowledge of Missouri Temporary Assistance for Needy Families (TANF) program.
  • Experience in project management.
  • Familiarity with refugee programs helpful.
  • Experience with process improvement.
  • Advanced time management and analytical skills.
  • Knowledge of Microsoft Office applications as well as comfort using databases.
  • Excellent team organizational and communication skills.
