The Eligibility & Compliance Specialist is responsible for eligibility determination for MO Refugee Program services, coordinating with local implementation partners; training and technical assistance support; data collection and management; quality assurance and additional tasks as needed. Bachelor's degree or 3 years of experience required. Experience in working in refugee services preferred.

Duties:

  • Receiving Refugee Cash Assistance (RCA) applications and decide on final eligibility for enrollment
  • Prior to electronic database, enter application data into provisional database
  • Ensuring the RCA application is complete and work with finance department to coordinate appropriate RCA payments
  • Monitoring subcontractors for compliance with subcontracts
  • Undertaking file reviews and monitoring activities with Local Resettlement Agencies (LRAs) in MO
  • Assisting in the development of Quality Assurance standards for RCA and refugee social services programs
  • Preparing for audits, site visits and other forms of monitoring
  • Liaising with funders and subcontractors in areas dealing with quality assurance
  • Ensuring LRAs carry out non-compliance procedures for refugees not meeting program requirements
  • Compiling reports of RCA applicants, their current status, participation period etc to be submitted to LRAs
  • Working with LRAs on a case by case basis to ensure Individual Employment Pans and self-sufficiency plans are complete
  • Following-up on progress of self-sufficiency plans
  • Training staff at LRAs on RCA programming, changes, best practices and efficiency
  • Troubleshooting application and enrollment problems for individual applicants
  • Providing technical assistance and training to LRA staff on eligibility for RCA and the procedures for determining initial eligibility and enrolling a client in the program
  • Monitoring LRA enrollment procedures statewide to ensure compliance with established policies and procedures
  • Assisting in monitoring RCA spending statewide and by region
  • Assisting in evaluating RCA program statewide and suggest changes to program design and structure
  • Preparing monthly, quarterly, annual, and as needed reports as requested
  • Promoting coordination and planning among refugee service providers and resettlement agencies to ensure the most effective provision of service to refugees
  • Assisting in the creation and maintenance of a current Policies and Procedures Manual
  • Assisting in the development and implementation of data collection and reporting systems for statewide refugee services
  • Performing other related duties and activities as appropriate

 

Qualifications

  1. Education and Experience: Bachelor's degree or at least three years of relevant work experience required; prefer experience working in refugee services field or in public benefits program;
  2. Knowledge and Abilities:  Ability to interpret and adhere to established policies and procedures; effective interpersonal and communication skills; proficient with Microsoft Office applications, internet research and a high comfort level in working with computer systems; must exercise good judgment, courtesy, and tact in dealing with the public, and in giving and obtaining information; must have knowledge of and the ability to adhere to confidentiality standards; must be able to focus on details and ensure accuracy in reporting and giving information; must be cordial in working under pressure and/or meeting deadlines; ability to follow tasks through to completion; must be able to work well both independently as well as part of a team; must have a valid driver's license and the ability to travel out of town (in-state) as needed; knowledge of the field of refugee resettlement or the administration of public benefit programs preferred.
